Abstract

Human development is measured not only by improvements in the community's quality of life but also by the achievement of gender equality regarding access, opportunities, and empowerment. This study aims to analyses the trends in the Human Development Index (HDI), Gender Development Index (GDI), and Gender Empowerment Measure (GEM) in Lampung Province, and to identify the gap between human development outcomes and gender empowerment levels. A descriptive quantitative approach was employed, utilizing secondary data from Statistics Indonesia (BPS), the United Nations Development Programme (UNDP), the Ministry of Women's Empowerment and Child Protection (Kemen PPPA), and other relevant government publications. Data analysis utilized a descriptive-comparative method, contrasting Lampung Province's HDI, GDI, and GEM trends with national figures. The results indicate that Lampung Province's HDI has steadily risen, reaching 73.13 in 2024, although it remains below the national average. Meanwhile, a GDI of 91.33 in 2023 suggests that gender disparities in access to education, health, and a decent standard of living are relatively low. However, a GEM score of only 67.71 indicates that women's empowerment—particularly in the political, economic, and decision-making spheres—lags behind basic development achievements. The disparity between the high GDI and low GEM scores reveals that equal access has not yet been fully matched by equal participation in and control over development resources. Therefore, it is essential to strengthen gender-responsive development policies by optimizing gender-responsive budgeting, increasing women's representation in decision-making, and expanding women's access to economic opportunities to achieve inclusive, gender-equitable, and sustainable development.
